James R. Bilhartz, Jr. Elementary opened in 2003 and was named in honor of James R. Bilhartz, Jr., a former Duncanville ISD Board of Trustees member and founder of the Duncanville Education Foundation. The school serves students in grades PK-5.

After earning a Bachelor of Science in Petroleum Engineering from Texas A&M University, Jim Bilhartz returned to Duncanville to establish JRB Oil & Gas Company and raise his family.

Driven by his expertise in financial management and organizational improvement, Mr. Bilhartz sought a position on the Duncanville ISD Board of Trustees. His passion for public education and strong advocacy for parental and community involvement in schools led to his election. He served two consecutive terms as Board President during his second three-year term as a Trustee. Throughout his tenure, he remained committed to engaging parents and maintaining an open dialogue with the community.

Mr. Bilhartz’s dedication to public education and civic responsibility extended beyond the school board. As a business leader, engineer, and entrepreneur, he played a vital role in Duncanville and Dallas County. His philanthropic spirit was evident in his leadership with the Duncanville ISD Education Foundation, which he helped establish in 1996. Under his guidance as a founder and past president, the foundation grew into a vital source of alternative funding for Duncanville schools. In recognition of their contributions, Jim and Mary Bilhartz were honored at the Champions Black Tie and Boots Ball in February 2002 for their leadership in bringing the Education Foundation to fruition and their lasting impact on the Duncanville community.

Mr. Bilhartz retired from the Board of Trustees in 1999, leaving behind a legacy of dedication to academic excellence and strengthening relationships between schools and families. His vision and efforts continue to shape the district, ensuring Duncanville ISD remains a strong competitor in public education.
